Eng. Hichem Kimouche, national of Algeria, assumed office in February 2025. With almost two decades of experience in information systems governance, audit, data management, and project management, he leads strategic initiatives on data governance, digital infrastructure, and information systems development, directly supporting the Forum’s strategic objectives, analytical workstreams, and flagship deliverables including the GECF Global Gas Model and the Annual Statistical Bulletin.

Eng. Kimouche holds a Computer Science Engineering degree, along with globally recognized professional certifications in Project Management (PMP), Enterprise Architecture (TOGAF 9), Information Security Management (ISO/IEC 27001), and Information Technologies Governance & Management (COBIT 2019).

Mission

The Data and Information Services Department (DISD) manages IT and Data Centre of the Secretariat; consolidates its data bank; prepares, collects and processes the information questionnaires for Member Countries; interacts with JODI partners and international organisations on data and statistics; and provides data services to all departments and analysts, including special data for modelling purposes. Additionally, the DISD is responsible for the information security of the GECF.

Role

The DISD Head holds responsibility for executing activities related to defining, planning, and overseeing IT and data services infrastructure. The Department Head is also tasked with overseeing the implementation of energy database systems, as well as conducting statistical analysis and generating reports within the department.
