JOB DESCRITPION

OBJECTIVE OF THE INSTITUTE

 

The Gas Research Institute (GRI) fosters scientific and technological cooperation among GECF Member Countries through information exchange, innovation, technology transfer, best practice sharing, and training. It promotes the utilisation and development of technologies along the gas value chain to expand resources, enhance efficiency, and strengthen competitiveness in the global market, while conducting dedicated research on gas-related technologies and providing specialised training to build capacity across GECF Member Countries.

OBJECTIVE OF POST

 

The objective of the post is to ensure that the Gas Research Institute (GRI) has the digital infrastructure, platforms, and tools necessary to support research, knowledge sharing, and collaboration across Member Countries and international partners. The position also contributes directly to the GRI’s analytical capacity by producing technical briefs and reports derived from data systems and digital applications. The postholder is responsible for developing and maintaining the knowledge bank, expert networks, and collaboration platforms, integrating artificial intelligence applications into research workflows, and ensuring secure management of GRI data. The role also supports virtual meetings, workshops, and training activities, enabling efficient engagement with Member Country experts and fellows.

MAIN DUTIES AND RESPONSIBILITIES

 

  1. Implement GECF ICT policies, procedures, and workflows, ensuring compliance with GECF Secretariat and global standards.

  2. Researche, evaluate, and integrate emerging ICT technologies to enhance GRI digital capabilities.

  3. Participate in ICT-driven projects that align with the GRI strategic goals.

  4. Maintain and continuously improve the IT infrastructure at the GRI headquarters, in coordination with the GECF Secretariat.

  5. Develop and manage digital platforms for knowledge sharing, including databases, document repositories, and collaboration portals.

  6. Ensure the development of the infrastructure that support the Gas Technology Network and the Training Network and ensure its administration and proper functioning.

  7. Design and operate expert network platforms to connect researchers from Member Countries and external partners.

  8. Integrate artificial intelligence (AI) tools into research workflows, including data analysis, modelling, and trend detection.

  9. Produce technical briefs, data insights, and analytical reports to support the work of the Director, Technology Analysts/Project Managers, and Expert Committees.

  10. Ensure secure data exchange, cybersecurity, and proper archiving of research outputs.

  11. Support virtual meetings, online training, and digital collaboration tools.

  12. Provide technical support to Expert Committees and Fellows for remote cooperation.

  13. Contribute to the development and implementation of GRI IT policies and procedures in line with institutional regulations.

  14. Develop reliable databases and software solutions to support the research capabilities of the GRI.

  15. Interact with various stakeholders on data and statistics.

  16. Evaluate and recommend new technologies, tools, and solutions to improve efficiency and productivity.

  17. Support the procurement process for ICT services and tools.

  18. Contribute to the preparation of the GRI Programme of Work, Budget, and Annual Report.

  19. Prepare periodic reports on ICT activities for the GRI Director.

  20. Carry out any other tasks assigned by the GRI Director pertaining to his/her background, qualifications, and position.

 

REQUIREMENTS

 

Personal Requirements:

• Member Country Nationality (GECF Member Country, not Observer Member).

• Maximum 58 years old.

 

Education: Advanced university degree in Computer Science, Information Technology, or Information Systems Management.

 

Experience: A minimum of 10 years of work experience in ICT infrastructure management, and/or knowledge management systems, with a minimum of 4 years of experience in IT related project management.

 

Language: Fluent command of written and spoken English.
