JOB DESCRIPTION

 

OBJECTIVE OF THE DEPARTMENT

 

The Gas Market Analysis Department (GMAD) monitors, analyses and forecasts short term gas market developments, including, but not limited to, gas prices, supply and demand, trade, transportation and storage, as well as factors of short-term nature that impact gas market fundamentals, including economy, inter-fuel competition, energy policies and regulations, taxation and investment. The Department is responsible for keeping Member Countries informed on the latest global and regional gas markets developments through regular reports and studies. The GMAD also cooperates with the other Secretariat structures to undertake joint activities required to fulfill the objectives of the GECF and/or to support Member Countries, in particular in communication, energy dialogue and multilateral negotiations.

 

OBJECTIVE OF POST

The GMAD Head manages the daily activities and leads the research work of the Gas Market Analysis Department, including the preparation of regular gas market reports and drafting of working papers and studies on specific topics, as well as conducts workshops and seminars and contributes to the dialogue with international organisations, research institutes, and energy market stakeholders.

 

MAIN DUTIES AND RESPONSIBILITIES

  1. Manages the daily activities of the Department.
  2. Supervises the Department’s team in analyzing and forecasting short-term gas market developments in such areas as gas production, consumption, trade (pipeline gas and LNG), transportation, storage, and energy prices. 
  3. Leads the preparation and implementation of GMAD’s 5-year work plan, annual programme of work and budget.
  4. Contributes to GMAD’s deliverables through intellectual leadership, coaching and developing staff through the annual training plan.
  5. Leads the research work of the Department, including:
    • preparation of regular gas market reports, such as Annual Gas Market Report, Monthly Gas Market Report and Daily Gas Brief;
    • drafting of working papers and studies incorporated in the Program of Work or requested by the Executive Board or Technical and Economic Council.
  6. Manages the conduct of the Department’s workshops and seminars, and contributes to developing the dialogue with international organisations, research institutes, and energy market stakeholders. 
    Supervises the Department’s team in monitoring the factors that impact gas market fundamentals, including the global economy, inter-fuel competition, energy policies and regulations, environmental agenda and investment trends.
  7. Delivers the short-term gas market reports to Ministerial Meetings, Executive Board meetings and Technical and Economic Council meetings.
  8. Works closely with representatives of Member Countries, including but not limited to TEC members, with a view to address their requests and exchange best practices, ideas, and experience.
  9. Works closely with heads of other departments and units. 
  10. Evaluates the performance of the staff of the Department, and recommends staff development, promotion and separation as appropriate.
  11. Carries out any other tasks assigned to him/her by the Secretary General as pertaining to his/her background, qualifications and position.

 

REQUIREMENTS

Personal Requirements:

• Member Country Nationality (GECF Member Country, not Observer Member).

• Maximum 58 years old.

Education: Advanced university degree in economics, energy economics or energy-related engineering.  

Experience: Fifteen (15) years of work experience with eight (8) years of managerial experience in energy-related fields.

Language: Excellent command of English & capable of writing reports.
