JOB DESCRIPTION

OBJECTIVE OF THE DEPARTMENT

The Gas Market Analysis Department (GMAD) monitors, analyses and forecasts short-term gas market developments, including, but not limited to, gas prices, supply and demand, trade, transportation and storage, as well as factors of short-term nature that impact gas market fundamentals, including economy, inter-fuel competition, energy policies and regulations, taxation and investment. The Department is responsible for keeping Member Countries informed on the latest global and regional gas markets developments through regular reports and studies. The GMAD also cooperates with the other Secretariat structures to undertake joint activities required to fulfill the objectives of the GECF and/or to support Member Countries, in particular in communication, energy dialogue and multilateral negotiations.

OBJECTIVE OF POST

Responsible for monitoring and analyzing gas markets, with a focus on LNG trade, project development, gas/LNG contracting and carbon mitigation strategies in the LNG industry.

MAIN DUTIES AND RESPONSIBILITIES 

  1. Contributes to the daily, weekly, monthly and annual reports, working papers, studies, presentations and workshops within the department.
  2. Contributes to responses based on requests from GECF Member Countries and other departments within the Secretariat as well as interviews, speeches and presentations of the Secretary General.
  3. Assesses the development of global LNG trade, including but not limited to LNG exports, imports, reloads, arbitrage opportunity, small-scale LNG (SSLNG), spot/short, medium and long-term trade. 
  4. Tracks the existing, under-development and planned LNG projects globally, including but not limited to liquefaction, regasification, floating LNG (FLNG), floating storage and regasification unit (FSRU), and SSLNG projects. 
  5. Analyzes the shifting trends in gas/LNG contracting, including but not limited to size and duration of contracts, pricing mechanisms, oil-indexed slopes, destination flexibility, and reporting of greenhouse gas (GHG) emissions. 
  6. Monitors and analyzes the development of carbon mitigation strategies in the LNG industry, such as the trade of carbon-neutral LNG, type and cost of carbon credits to offset carbon-neutral LNG cargoes, and technology to reduce the carbon footprint across the LNG value chain. 
  7. Assesses the impact of non-GECF’s LNG supply and strategies on GECF’s market shares at a global and regional level. 
  8. Analyzes the potential penetration of LNG into new markets and sectors as well as the expansion in traditional markets and sectors, in the context of the global energy transition to a low carbon future. 
  9. Contributes to the improvement of the forecast of the short to medium-term LNG supply and global LNG supply/demand balance. 
  10. Carries out any other tasks assigned to him/her by his/her relevant superiors (Secretary General or Department Head) as pertaining to his/her background, qualifications, and position.

 

REQUIREMENTS

Personal Requirements:

  • Member Country Nationality (GECF Member Country, not Observer Member).
  • Maximum 58 years old.

 

Education

  • Advanced university degree in Economics, Energy Economics, Energy Engineering, Chemical Engineering (with related experience), Petroleum Engineering.

 

Experience

  • 10 years of work experience.

 

Language

  • English.
