JOB DESCRIPTION
OBJECTIVE OF THE DEPARTMENT
The Data and Information Services Department (DISD) manages IT and Data Centre of the Secretariat; consolidates its data bank; prepares, collects and processes the information questionnaires for Member Countries; interacts with JODI partners and international organisations on data and statistics; and provides data services to all departments and analysts, including special data for modelling purposes. Additionally, the DISD is responsible for the information security of the GECF.
OBJECTIVE OF POST
Responsible for the design, development, and maintenance of the GECF integrated data platform, including databases, data pipelines, and data exchange mechanisms. Ensures the reliable, secure, and efficient flow of energy data from its collection stage to its use by analysts and stakeholders. Implements and maintains automated data ingestion, transformation, and quality control processes, leveraging modern data engineering practices and AI-assisted tools to optimise data platform performance and reliability.
MAIN DUTIES AND RESPONSIBILITIES
Data Platform Architecture & Development
1. Performs integrated energy databases full development lifecycle (plan, design, build, test, deploy, and document), ensuring alignment with organisational data strategy and best practices.
2. Designs and maintains scalable database architectures, including relational databases and, where appropriate, cloud-based data storage solutions to support growing data volumes and analytical requirements.
3. Carries out administration and continuous improvements of the integrated databank platform, ensuring optimal performance, availability, and reliability.
4. Participates in the development of the proposal, design, programming, and implementation phases of software applications working with database systems including energy databases.
5. Develops database queries, stored procedures, and views using industry best practices and modern development standards.
6. Implements version control and documentation standards for all database code, schemas, and configuration changes.
Data Pipelines & Automation
7. Designs and implements automated data ingestion pipelines to collect, transform, and load data from primary and secondary sources, reducing manual data handling and improving timeliness.
8. Provides the necessary tools, techniques, and automated workflows to the data management team, to facilitate data entry, loading, and update of external data sources and integration with energy databases, including AI-assisted data processing tools where appropriate.
9. Coordinates with data providers to establish and optimise data delivery methods, formats, and schedules, including the merging of data subscriptions.
10. Implements automated monitoring and alerting for data pipeline health, data freshness, and processing errors to ensure proactive issue resolution.
11. Identifies and evaluates emerging data engineering tools and automation technologies, recommending improvements that enhance the efficiency of data operations.
Data Quality & Governance Support
12. Implements automated data validation checks within ingestion pipelines to flag completeness, consistency, and formatting issues before data enters the production data bank.
13. Assists in the establishment and maintenance of data dictionary systems, application standards, data workflows, energy terms, and unit standardisation.
14. Prepares reports on data submission sustainability, timeliness, completeness, and data confidence, using query languages and reporting tools.
Data Services & Stakeholder Support
15. Provides data visualisation and analysis tools to internal departments, including support for self-service data access through governed portals and business intelligence dashboards.
16. Provides data to international organizations and other external stakeholders, as per their requirements, and GECF obligations.
17. Provides training, consultation, and support to staff on the usage of data application systems, data platform capabilities, and newly deployed data tools.
18. Supports database application testing and production implementation, including the integration of AI-assisted tools for data processing and enrichment.
Miscellaneous & Ad-Hoc Responsibilities
19. Participates in data-driven projects that align with the GECF’s strategic goals, including cross-departmental data initiatives.
20. Carries out any other tasks assigned to him/her by his/her relevant superiors (Secretary General or Department Head) as pertaining to his/her background, qualifications and position.
REQUIREMENTS
Personal Requirements:
- Member Country Nationality (GECF Member Country, not Observer Member).
- Maximum 58 years old.
Education:
- Advanced university degree in Computer Science, Data Engineering, Data Management, Information Systems, Software Engineering, or a closely related field.
- Professional certifications in Database Administration, Data Engineering or Data Management are highly desirable
Experience:
- Eight (8) years of work experience in database development, data engineering, data platform management, or related IT/data fields.
- Hands-on experience with data pipeline automation, ETL/ELT tools, and AI-assisted data processing tools is highly desirable.
Language:
- Excellent command of English & capable of writing reports.
Technical Skills:
Required: Advanced proficiency in SQL and database management systems (Oracle, SQL Server, PostgreSQL, or equivalent); strong Python programming skills for data processing and automation; sound understanding of data modelling, database design, and software engineering principles; experience with version control (Git) and structured code documentation.
Desirable: Hands-on experience with ETL/ELT tools and workflow orchestration (e.g., Apache Airflow); familiarity with data warehousing concepts and dimensional modelling; exposure to business intelligence tools (Power BI, Tableau); experience with AI-assisted data processing tools (e.g., GitHub Copilot, AI APIs); understanding of CI/CD practices for data pipelines; awareness of data observability, governance, and metadata management concepts.
