GECF Secretary General
The Ministerial Meeting appoints for a period of two years the Secretary General, whose term of office may be renewed once for the same period of time. This appointment takes place upon nomination by Member countries.
The Secretary General is the chief officer in the Secretariat and is the legally authorized representative of the Forum. In this capacity, he has the authority to carry out the executive functions of the Forum in accordance with directions of the Executive Board and the GECF Statute, and is liable and accountable to both the Executive Board and the Ministerial Meeting.
Among other functions, the Secretary General ensures that the Budget and the Programs of Work of the Forum are complied with, while organizing and administering the work of the Secretariat. He also prepares reports for submission to Executive Board meetings and attends the meeting of the Governing Bodies of the GECF.
The Secretary General is assisted in his duties by a team of officers and staff including three Department Heads, Head of the Office of the Secretary General, the Legal Officer, the Public Relations Officer and the Internal Auditor.
Current Secretary General of the GECF
HE Seyed Mohammad Hossein Adeli is the second Secretary General of the Gas Exporting Countries Forum and was appointed in this position by Resolution No. 1/MM-15/2013 of the 15th Ministerial Meeting (Tehran, Iran, November 3, 2013) for the period of 2014-2016.
Seyed Mohammed Hossein Adeli is an economist, diplomat and academic with extensive government and private sector experience in energy, economics, international relations and diplomacy. He has a Ph.D. in Business Administration and a Ph.D. in Economics.
He has held Government positions in Iran such as Advisor to the Minister of Oil on International Affairs, Deputy Foreign Minister for Economic and Energy Affairs, Governor of the Central Bank, Advisor to the President of the Islamic Republic of Iran as well as Iranian Ambassador to Japan, Canada and the United Kingdom.
Dr. Adeli has been instrumental in economic reforms after the war in Iran. He has also served as the Chief negotiator of the Iran-Pakistan-India gas pipeline, the Iran-Europe gas cooperation and the Iran- Armenia gas pipeline as well as in common offshore gas fields with Kuwait and Saudi Arabia. He was also Chairman of the Board of Directors of the National Iranian Gas Export Company.
After Government service, he established a non-Governmental Think Tank, “Ravand Institute for Economic and International Studies” from 2005-2013 - the first private Think Tank of Iran, focusing on economics, energy, international studies and environment, working closely with international Oil companies, the World Economic Forum and other similar high-level international Think Tank and private sector.
Dr. Adeli assumed office as Secretary General of the Gas Exporting Countries Forum on January 1, 2014 for a period of two years in accordance with the Statute.
Previous Secretary General of the GECF
Mr. Leonid Bokhanovskiy was the first Secretary General of the GECF, elected in 2010 and re-elected for the 2012-2013 term. His previous experience included high-level posts in the gas and financial sectors.
