The Secretariat is the executive organ of the Gas Exporting Countries Forum (GECF). This governing body, which was established in 2010 in Doha, State of Qatar, also functions as the Headquarters of the Organization, in accordance with the provisions of the Agreement between the State of Qatar and the Gas Exporting Countries Forum regarding the Headquarters of the GECF.
The Secretariat is responsible for the implementation of all resolutions passed by the Ministerial Meeting and carries out all decisions made by the Executive Board. It also conducts research and modelling activity, and is responsible for arrangement of all internal meetings, including ordinary meetings of the Ministers, the Executive Board Members, experts, working groups and other specialized bodies established by the Forum.
The staff of the Secretariat is constituted of international employees with exclusive international character, and mainly consists of the Member countries nationals selected on a competitive basis. In the performance of their duties, staff members neither seek, nor accept instructions from any government, or from any authority other than the Forum’s.
The Secretary General is the chief officer and the authorized representative of the Forum, and is assisted in the discharge of his duties by a team of officers and staff. The Secretariat consists of four functional units: the Office of the Secretary General, the Department of Energy and Gas Market Analysis, the Department of Statistics and Gas Modelling, and the Department of Administration and Finance. Likewise, under direct supervision of the Secretary General are the Forum’s Legal Officer, Public Relations Officer and Internal Auditor.
